In ETX I've actually spent a few days DECREASING config string usage and used another newer mechanism available in ET-SDK 2.60 but I do not believe other mods have any such effort in progress.
This 16000 limit is NOT a cvar setting, nor is it changable by any mod. A mod maker has to choose to not *ADD* config strings and/or reduce existing config string sizes in order to prevent those nasty errors.
One fairly easy thing a modder can do is provide a mechanism, say possible a !command to add up all config strings to see how close to the limit the game is at any particular time. Another critical resource to monitor on the server would be the number of game entities that are active which itself has 1024 limit and causes the server to just drop dead when exceeded. I believe this too can be counted by a special mod !command .
